This session will explore the negotiation process between the library sector, represented by FESABID, and collective management organisations, in this specific case CEDRO, to develop a framework agreement on Out-of-Commerce Works (OOCW). The discussion will examine the challenges involved in developing a balanced licensing model that protects cultural heritage institutions (libraries and archives), respects creators’ rights, and ensures access to works that are no longer available through conventional distribution channels.
